摘　　要：自1972年中日邦交正常化以来,中日电子信息产业因全球价值链分工差异形成了互利互惠的合作共赢关系,有效促进了两国产业升级与结构优化。新形势下日本调整国家经济安全政策,对两国电子信息产业深度合作带来一定影响。中日电子信息产业合作可谓机遇与挑战并存。机遇源于我国深刻把握第四次工业革命,新型举国体制的制度红利不断释放,全国统一大市场的加速推进,促成了电子信息产业高质量发展的良性循环与强大的市场竞争力兼吸引力。挑战源于日本等固守传统国际秩序、利益格局的西方国家,对我国和平崛起过程中电子信息产业不断向价值链高端跃迁的现实采取了非市场化竞争的限制政策。未来,中日双方应尊重市场规律,扩大电子信息产业市场开放与利益交汇,携手促进电子信息产业深度合作,努力构建契合新时代要求、具有建设性的中日关系。Since the normalization of diplomatic relations between China and Japan in 1972,the electronic information industries of China and Japan have formed a mutually beneficial and win-win relationship due to the differences in the division of labor in the global value chain,which has effectively promoted the industrial upgrading and structural optimization of the two countries.Under the new situation,Japan’s adjustment of its national economic and security policies has had a certain impact on the in-depth cooperation in the electronic information industry between the two countries.The cooperation between China and Japan in the electronic information industry can be described as both opportunities and challenges.The opportunities come from China’s deep grasp of the Fourth industrial Revolution,the continuous release of institutional dividends of the new nationwide mobilization system,and the accelerated promotion of the unified national market,which have contributed to a virtuous cycle of high-quality development of the electronic information industry and strong market competitiveness and attraction.The challenge stems from the fact that in the process of China’s peaceful rise and the continuous transition of China’s electronic information industry to the high-end of the value chain has prompted Japan and other western countries,which adhere to the traditional international order and interest pattern,to adopt non-market-oriented restrictive policies.In the future,China and Japan should respect market rules,continue to expand opening markets of the electronic information industry market and converging interests,work together to promote in-depth cooperation in the electronic information industry,and strive to build a constructive China-Japan relationship that meets the demands of the new era.
