摘　　要：长期以来,非洲国家港口存在规模偏小、基础设施薄弱、集疏运系统落后等问题,对地区对外贸易乃至经济发展造成严重制约。在此背景下,日本面向非洲印度洋沿岸三大港口——蒙巴萨港、纳卡拉港、图阿马西纳港进行了重点开发,体现了囊括政府、政府背景机构、企业等各类主体,官民并举、共同参与的开发特征。日本对非洲印度洋沿岸港口的开发在追逐经济收益之外,体现了明显的外溢性,试图将其作为构筑完整的印太港口开发链条,实现印太战略经济层面目标的重要抓手。当前,在非洲印度洋沿岸港口开发方面,尽管日本受在非经济影响力下降、开发广度与深度有限、日企国际竞争力不足等因素制约,但非洲港口开发市场的巨大需求、日本与非洲东道国建立的良好合作关系仍为日本政府及企业长期参与开发奠定了基础。For a long time,ports in African countries have suffered from a variety of problems,such as limited size,weak infrastructure,and backward collection and distribution systems,which have severely impeded regional foreign trade and even economic development.Against this backdrop,Japan has been devoted to the development of Mombasa Port,Nakala Port,and Toamasina Port,the three major ports along the Indian Ocean coast of Africa,based on the cooperation’s among the government,government-backed institutions,enterprises,and other entities.The development of these ports helps Japan not only achieve economic benefits,but also generate significant spillovers.In particular,Japan treats this strategy as an important starting point for building a complete Indo-Pacific port development chain and accomplishing economic goals in the Indo-Pacific region.At present,in terms of port development along the Indian Ocean coast of Africa,although Japan is restricted by factors such as declining economic influence in Africa,limited development breadth and depth,and insufficient international competitiveness of Japanese enterprises,the huge demand of African port development market and the good cooperative relations established between Japan and African host countries still lay the foundation for the long-term participation of Japanese government and enterprises in the development.
