内部管理要素对乡镇政府绩效的影响研究——基于安徽省部分乡镇的实证分析

摘　　要：乡镇政府作为我国行政体制中灵敏的末梢神经,是推进乡村振兴战略的具体落实者和直接实践者,而乡镇政府绩效是体现其治理能力的一项重要指标。基于对安徽省72个乡镇的调查,利用logit回归和结构方程模型,探讨领导活动、人力资源管理、管理授权与管理创新等对乡镇政府绩效的影响。研究发现,领导班子的团结合作、乡镇政府员工的培训发展与管理创新均能显著正向影响乡镇政府绩效,领导工作能力、领导班子稳定性对乡镇政府绩效的影响并不显著,管理授权仅能够显著促进外部服务绩效的提升,对内部管理绩效的影响并不显著。As the “nerve ending” in our country’s administrative system, the township government is the direct practitioner and specific implementer of the rural revitalization strategy, and township government performance is an important indicator that reflects its governance. Based on the survey of 72 townships in Anhui Province, this paper used the Logit regression and structure equation model to explore the impact of leadership activities, human resource management, management authorization and management innovation on township government performance. The study found that the unity and cooperation of leadership teams, the training and management innovation of the employees of township government have a significant positive influence on the performance of township government, while the impact of leadership work ability and leadership team stability on township government performance is not very obvious. Management authorization could only significantly promote the improvement of external service performance, but its impact on internal management performance is not significant.
