摘　　要：在“稳增长、促投资”的政策环境下和交通强国建设纲要的引领下,公路工程投资建设持续加快,PPP、BOT、EPC、入股施工、大总包等承包模式不断显现,既要求承包单位具有很高的施工能力,又要求承包单位具有很强的投融资能力,给承包单位承揽项目带来很大的困难。组建联合体、发挥成员各方的优势,成为解决这一问题的有效手段,从招标人的角度,在理论和操作层面对联合体投标进行研究。In the "steady growth", promote investment policy environment and outline the lead of the traffic power construction, highway engineering investment continued to speed up the construction, the PPP, BOT,EPC, large investment in the construction, the contractor contracting mode constantly emerging, such as requires both contractors construction ability, has the very high requires contractors have strong financing ability, Bring great difficulty to contracting unit undertake project. This paper aims to study the consortium bidding in theory and operation level from the perspective of the tenderer.
