摘 要:在“双碳”目标背景下,重视地区碳排放是自贸区推动地区可持续发展的基础保障。本文选取2007—2019年中国30个省(区、市,未包括港澳台及西藏)的面板数据,采用双重差分法研究了自贸区试点政策对地区碳排放的影响效应。研究表明:自贸区试点政策有利于降低地区碳排放。中介效应分析表明:自贸区试点政策通过提高地区产业结构高级化、提升地区绿色技术创新水平,进而实现碳减排效果。异质性分析表明,相对于非沿海地区,自贸区试点政策在沿海地区的实施对降低地区碳排放效果更加显著。根据以上研究结论,提出以下相应的政策建议:简政提效,助力地区产业结构快升级;产研结合,优化绿色技术创新大环境;因地制宜,构筑优势产业培育新高地。In the context of the "double carbon" target, paying attention to regional carbon emissions is a fundamental guarantee for China’s free trade zones to promote regional sustainable development. This paper selects the panel data of 30 provinces(autonomous regions and municipalities excluding Hong Kong, Macao, Taiwan and Tibet) in China from 2007 to 2019, and studies the effect of the pilot policy of the free trade zone on regional carbon emissions by using the difference-in-difference method. The study shows that the pilot policy of the free trade zone is conducive to reducing regional carbon emissions. The analysis of the intermediary effect shows that the pilot policy of the free trade zone realizes the effect of carbon emission reduction by improving the regional industrial structure and enhancing the level of regional green technology innovation. Heterogeneity analysis shows that, compared with non-coastal areas, the implementation of this policy in coastal areas has a more significant effect on reducing regional carbon emissions. Therefore, based on the above findings, the following corresponding policy suggestions are put forward: simplify administration and improve efficiency, and help the rapid upgrading of regional industrial structure;combine production and research to optimize the environment of green technology innovation;build a new high ground for cultivating advantageous industries according to local conditions.
