摘　　要：自2020年1月,团体标准《网络货运平台服务能力评估指标》(T/CFLP 0024-2019)实施以来,中国物流与采购联合会依据团体标准和网络货运平台企业评估的相关制度,经过严格审核,共完成46家网络货运平台企业评估工作。对网络货运平台A级企业评估的整体情况、网络货运平台A级企业运营情况进行了分析,指出网络货运平台企业发展呈现出企业在扩张规模的基础上更加注重合规、细分领域专业化服务能力逐步增强、更专注于打造自身核心竞争力等业务特点。网络货运企业发展存在运营成本居高不下、税务问题制约企业高质量发展、盈利能力不足、依靠财政奖励的情况无法消除和数据应用能力不足的问题。提出网络货运平台将呈现从单一公路运输向多式联运发展、从服务于单一企业向赋能中小企业发展的趋势。Since the implementation of the group standard “Evaluation Indicators of Network Freight Platform Service Capacity”(T/CFLP 0024-2019) in January 2020, China Federation of Logistics and Procurement has completed the evaluation of 46 network freight platform enterprises through strict review according to the group standard and the relevant system of network freight platform enterprise evaluation. This paper analyzes the overall situation of the evaluation of the network freight level-A enterprises and the operation of the network freight level-A enterprises, and points out that the development of the network freight platform enterprises shows the business characteristics of enterprises, such as paying more attention to compliance on the basis of expanding the scale, gradually enhancing the professional service capacity in the subdivided fields, and focusing more on building their own core competitiveness. The development of network freight enterprises has the following problems: high operating costs, tax problems restricting the high-quality development of enterprises, insufficient profitability, dependence on financial incentives and insufficient data application capabilities. It is proposed that the network freight platform will develop from a single road transport to multimodal transport, and from serving a single enterprise to Binneng SMEs.
