摘 要:目前,容错政策创制实现了从“地域覆盖”向“领域分化”的模式拓展,容错机制逐步融入具体领域。较于“地域覆盖”模式单纯强调“物理面积”全面性所致的泛规范化,“领域分化”模式将有效增强机制适用操作性与功能发挥可能性,在实现针对性与精准化容错的同时,促进政府效能建设深入化、制度构建有效化以及治理创新多样化。然而,作为容错机制实施的前提与基础,容错政策领域创制主体难言权威、政策有效性存疑、核心共识缺失。当前,应在政策创制前、中、后三个阶段实施全过程优化,实现具体领域容错政策数量与质量双提升。The creation of fault-tolerant policies for cadres has expanded from the mode of“regional coverage”to“division of fields”,and the fault-tolerant mechanism has gradually integrated into specific fields at present.Compared with the“regional coverage”mode which simply emphasizes the pan-standardization caused by the comprehensiveness of“physical area”,the“division of fields”mode will effectively enhance the applicability and function play possibility of the mechanism,not only achieves targeted and precise fault tolerance,but also promotes in-depth construction of government effectiveness,effective construction of institutions and diversification of governance innovation.However,as the premise and foundation of the implementation of the fault-tolerant mechanism of cadres,the creation subject of the fault-tolerant policy lacks authoritative,the effectiveness of the policy is doubtful,and the core consensus is missing.At present,the whole-process optimization should be implemented in the three stages before,during and after the policy creation,to improve both the quantity and quality of fault-tolerant policies for cadres in specific fields.
