区域贸易协定深化与亚太价值链合作模式重塑:基于分工复杂度视角

摘　　要：文章从分工复杂度视角实证考察了区域贸易协定(RTA)深化对亚太价值链合作模式重塑的影响效应。研究发现:RTA深化显著推动亚太价值链合作模式由深度价值链合作向浅度价值链合作转变,即促进了亚太价值链合作模式重塑;RTA深化对亚太价值链合作模式的重塑效应主要通过诸边RTA及其非关税条款(尤其是边境后的经济性条款和研发合作条款)深化来实现,且该重塑效应在区域内(尤其是东亚地区内)和加工贸易大国更为凸显;缔约双方的经济距离越远以及与其他经济体签订的RTA数量越多,RTA深化的亚太价值链合作模式重塑效应就越大,相反,缔约双方的经济发展水平越高、制度质量差异越大,该重塑效应就越小;RTA深化对中国参与亚太价值链合作模式的重塑效应主要借助于诸边RTA中的“WTO+”条款和关税条款深化来实现,此外,研发合作条款、要素跨国流动条款和政治性条款深化在该重塑效应中发挥了重要作用。Based on the perspective of division complexity, this paper empirically examines the impact of deepening regional trade agreements(RTAs) on the restructuring of Asia-Pacific value chain cooperation model. The results show that, firstly, the deepening of RTAs significantly promotes the transformation of Asia-Pacific value chain cooperation mode from deep value chain cooperation to shallow value chain cooperation, that is, promotes the remodeling of Asia-Pacific value chain cooperation mode.Secondly, the reshaping effect of deepening RTAs on Asia-Pacific value chain cooperation mode is mainly realized through deepening plurilateral RTAs and its non-tariff clauses(especially economic clauses and R&D cooperation clauses behind border), and the reshaping effect is more prominent in the region(especially in East Asia) and the processing trade countries. Thirdly, the further the contracting parties′ economic distance and the more RTAs signed with other economies, the greater the reshaping effect of Asia-Pacific value chain cooperation mode deepened by RTAs;on the contrary, the higher the level of economic development and the greater the difference of institutional quality between the contracting parties, the smaller the reshaping effect. Finally, the reshaping effect of deepening RTAs on China′s participation in Asia-Pacific value chain cooperation mode is mainly realized by deepening WTO+clauses and tariff clauses in plurilateral RTAs. In addition, the deepening of R&D cooperation clauses,transnational flow of factors clauses and political clauses play an important role in this reshaping effect.
