基于熵权TOPSIS法的国家中心城市创新能力测度与对策

摘　　要：创新驱动发展战略背景下,测度并比较国家中心城市的创新能力,对于提升创新示范效应、促进区域创新协调发展具有重要的现实意义。以九大国家中心城市为研究对象,选取创新载体、创新基础、创新投入、创新绩效、市场活跃程度5个维度构建异质性城市创新能力指标体系,运用熵权TOPSIS法对城市创新能力进行定量实证评价,并给出了各国家中心城市单项、综合创新能力排序分析。结果表明:虽然九大国家中心城市的综合创新能力呈现波动上升趋势,但各城市单项创新能力之中创新投入存在明显差距,且在创新绩效、市场活跃度方面仍有较大的提升空间。最后,提出推进国家中心城市创新发展的政策建议。Under the background of innovation-driven development strategy,measuring and comparing the innovation ability of national central cities are of great practical significance for improving their own innovation demonstration effect and promoting the coordinated development of regional innovation.Focusing on the research of nine national central cities,it is suggested to build heterogeneity cities innovation ability evaluation index system by selecting the innovation carrier,innovation foundation,innovation investment,innovation performance and market activity,totallyfive dimensions.The entropy power TOPSIS method is applied for quantitative empirical evaluation of urban innovation ability,and giving the national central cities single&comprehensive innovation ability ranking analyses.According to the results,the comprehensive innovation capacity of the nine national central cities all demonstrates a fluctuating upward trend.However,there is a significant gap in innovation investment in the major cities.And a large room for improvement in innovation performance and market activity still exits.Finally,the policy suggestions are put forward for the national central cities.
