开发区在京津冀产业协同发展中的功能作用与优化提升策略

摘　　要：开发区不仅是产业集聚和创新驱动发展的主要平台,而且是区域间进行产业疏解与承接和政策先行先试的重要空间载体,在促进京津冀产业协同发展进程中发挥着重要作用。30多年来,京津冀开发区经历了起步建设、快速扩张、清理整顿和均衡布局四个阶段,目前处于协同发展阶段。当前,京津冀开发区产业门类齐全,初步形成了服务在中心、制造在外围的空间格局,但国家级开发区综合发展水平与长三角和粤港澳相比存在一定差距,河北国家级开发区综合实力相对偏弱;津冀开发区主导产业与北京技术输出结构匹配度不高,导致北京科技成果在津冀转化能力不足;京津冀合作共建园区已初见成效,但利益分配机制仍需进一步推进落实。为此,应从强化京津冀开发区的产业集聚与创新驱动能力、围绕创新链布局开发区产业链、完善合作共建园区的利益分配和补偿机制等方面促进京津冀开发区产业协同发展。The development zone, as the main platform for industrial agglomeration and innovation-driven development, plays an important role in promoting the coordinated development of Beijing-Tianjin-Hebei industry. For more than 30 years, the Beijing-Tianjin-Hebei development zones have experienced four stages: initial construction, rapid expansion, clean-up and rectification, and balanced layout. At present, it is in the stage of coordinated development. The Beijing-Tianjin-Hebei development zones have a complete range of industries, but there is a certain gap in the comprehensive development level compared with the Yangtze River Delta, Guangdong, Hong Kong and Macao. The transformation ability of Beijing’s scientific and technological achievements in Tianjin and Hebei is insufficient. In the Beijing-Tianjin-Hebei cooperation, initial results have been achieved, but the benefit distribution mechanism still needs to be further promoted and implemented. To this end, we should promote the coordinated development of industries in the Beijing-Tianjin-Hebei development zones in the aspects of industrial agglomeration and innovation-driven capacity, innovation chain layout, and the improvement of the benefit distribution and compensation mechanism.
