新疆产业结构转型升级测度与优化研究

摘　　要：产业转型升级是推动经济高质量持续发展的必然选择。本文运用新疆2005-2020年三次产业增加值和就业人数的统计数据,利用More值、Lilien值、比较劳动生产率以及产业结构超前系数等模型对新疆三次产业结构转型升级的速度、质量和方向进行测度与评析,结果表明新疆三次产业结构转型升级的速度较快、转型升级较为明显,但整体发展质量偏低;其中第一产业所占比重不断降低,但发展质量生产效益偏低;第二产业近年来发展较为缓慢;第三产业逐渐成为主导产业,发展迅速,稳中向好。因此本文在此测度基础上结合新疆地区实际发展状况,提出针对性的产业优化升级对策建议。Industrial transformation and upgrading is an inevitable choice to promote the high-quality and sustainable development of the economy. This paper uses the statistics of the added value and employment of the three industries in Xinjiang from 2005 to 2020, and uses the models of More value, Lilien value, comparative labor productivity and industrial structure advance coefficient to measure and evaluate the speed, quality and direction of the transformation and upgrading of the three industrial structures in Xinjiang, and the results show that the speed of the transformation and upgrading of the three industrial structures in Xinjiang is relatively fast, the transformation and upgrading is more obvious, but the overall development quality is low;the proportion of the primary industry is decreasing. However, the development quality and production efficiency are low;the secondary industry has developed relatively slowly in recent years;the tertiary industry has gradually become the leading industry, developing rapidly, and is stable and improving. Therefore, based on this measurement, this paper combines the actual development situation of Xinjiang region and puts forward targeted industrial optimization and upgrading countermeasures.
