智慧城市建设与居民幸福感:基于CLDS数据的实证分析

摘　　要：提高人民福祉及获得感,重视人们生活质量的改善是当前社会发展的重要目标。在我国数字经济进入快车道的背景下,智慧城市建设改变了人们的日常生活方式,但对居民生活质量的影响如何还有待检验。文章综合运用多种计量方法实证检验了智慧城市试点建设与居民幸福感之间的关系。研究结果表明,智慧城市建设显著提高了居民的主观幸福感,可能的影响机制为,智慧城市建设提升了居民对于互联网服务的使用熟练度并促进了当地的电子政务发展。而异质性分析发现,目前中国的智慧城市建设带来的积极效应存在选择性,智慧城市建设对居民幸福感的积极作用主要存在于非老龄人口、高收入人口和较大规模城市的居民群体中。因此,我国在智慧城市建设过程中应重视信息通信等技术的应用,在提高居民的参与度与获得感的同时,更应当注重智慧城市建设政策的覆盖面和有效性,全面考虑不同群体的诉求。Improving people’s well-being,sense of gains and access to a high standard of living is an important goal of social development.In the current context of continuous technological development,smart city construction has had a significant impact on people’s life style,but whether it has improved residents’quality of life remains to be verified.This article empirically analyzes the relationship between smart city pilot construction and resident happiness by using multiple measurement methods.The results show that smart city construction significantly improves residents’subjective sense of happiness,and the possible influence mechanism is that smart city construction increases residents’proficiency in using internet services and promotes local e-government development.According to the heterogeneity analysis,the positive effects of smart city construction in China are selective,with positive effects on residents’happiness primarily found in the non-elderly population,the highincome population,and larger cities.As a result,in the process of smart city construction,we should pay attention to the application of information and communication and other technologies,while improving the residents’participation and sense of gains.We should also pay attention to the coverage and effectiveness of smart city construction policies,and consider the demands of different groups in a comprehensive way.
