政府开放数据平台公众认知现状与建设策略研究

摘　　要：随着我国数据开放进程的持续推进,公众认知对促进政府数据开放及其平台建设具有重大意义。本文基于问卷数据,围绕公众对政府开放数据平台的功能认知、性能认知、数据主题偏好3个维度,从关注度、价值与意义认知以及年龄、学历、社会性别3个人口统计学要素出发,对平台公众认知状况进行分析,并提出建立多层次、全方位的政府开放数据,提供特色化、分级性的政府开放数据服务,建立健全政府开放数据共建共享的法规制度等平台建设策略。With the continuous advancement of China’s data opening process, public awareness is of great significance to promote government data opening and its platform construction. Based on the questionnaire data, focusing on the three dimensions of the public’s functional cognition, performance cognition and data subject preference of the government open data platform, this paper analyzes the public cognition of the platform from the three demographic elements of attention, value and significance cognition, as well as age, education and gender. This paper proposes strategies including establish multi-level and all-round government open data, provide characteristic and hierarchical government open data services, and establish and improve laws and regulations on the co construction and sharing of government open data.
