摘　　要：在出版伦理越来越受重视的情况下,学术期刊发表必须既重视普遍的出版伦理,也重视学术期刊发表的特殊伦理。学术期刊发表涉及最前沿的知识创新,直接关系到知识生产,对它进行伦理规制的意义不容置疑。学术期刊发表作为出版的一种类型,在贯彻普遍的出版伦理和其自身独特的伦理标准两个方面都应该有所作为。当前我国学术期刊发表伦理面临一定的困境,最主要的是各方总体上对学术期刊本身的认知尚未达到一定高度,存在共识不足的问题。为了有针对性地解决这些问题,需要针对相关各方提出不同的伦理标准。学术期刊发表的主体大致包括学术期刊从业人员、科学研究人员(学者和作者)、学术期刊评价机构、学术期刊管理者等,他们各有不同的基本伦理标准。鉴于伦理标准都是原则层面的要求,体现应然之义,这些标准必须转化为具体的道德规范,如此才能切实得到践行,并发挥规制作用。Academic journal publishing is a form of academic publishing and a type of publishing.With more and more attention being paid to publishing ethics,the publication of academic journals must attach importance to both the general publishing ethics and the special ethical requirements of academic journals.The publication of academic journals involves the most cutting-edge knowledge innovation,which is directly related to knowledge production.It is of great significance to regulate it ethically.The publication of academic journals,as a type of publication,should do something in implementing the universal publishing ethics and its own unique ethical standards.At present,the publishing ethics of academic journals in China is facing a certain dilemma.The most important thing is that on the whole,all parties have not yet reached sufficient consensus of understanding of the academic journals themselves in relation to knowledge development.In order to solve this problem pertinently,different ethical standards need to be proposed for relevant parties.The main body of academic journal publishing generally includes academic journal practitioners,scientific researchers(scholars and authors),academic journal evaluation institutions,academic journal managers and other relevant participants.They must have different basic ethical standards that deserve attention.However,ethical standards are requirements at the level of principles,reflecting the meaning of what should be.These standards must be translated into specific moral norms in order to be effectively implemented and play the role of regulation.
