摘　　要：根据新修订的欧盟“废弃物框架指令”,对于欧洲境内流通的物品自2021年1月5日起,如果物品中包含Reach法规中SVHC物质含量超过0.1%,无论其年出口量是否超过1吨,需提交SCIP通报。随着我国新能源汽车发展,国内汽车生产企业欧盟出口诉求越来越多,面对日益趋严的欧盟出口限制要求,如何保证出口的汽车产品满足法规最新要求,是当前汽车出口企业面临的共同难题。该文通过对法规的深入研究,基于国内应对汽车有害物质ELV环境合规系统,实现了SCIP通报应对解决方案。According to the revised EU Waste Framework Directive,starting January 5,2021,articles circulating in Europe that contain more than 0.1% of the SVHC substance specified in Reach will be required to submit a SCIP notification,regardless of whether their annual exports exceed 1 tonne.With the development of new energy automobile in China,domestic auto manufacturers have more and more export demands from the EU.Facing the increasingly strict EU export restrictions,how to ensure that the exported auto products meet the latest requirements of the regulations is a common challenge faced by the current auto export enterprises.In this paper,through in-depth study of regulations,based on the domestic ELV environmental compliance system to deal with automobile hazardous substances,solutions to SCIP notification was realized.
