摘 要:在分析目前应急科普和应急管理存在问题的基础上,构建了一种基于朴素贝叶斯数据挖掘的社区应急监测体系。通过设计社区居民认知元标签,对社区居民的属性数据进行了采集,作为构建朴素贝叶斯分类器的训练源数据,以此建立了社区居民应急认知标签集模型。基于标签集模型,利用朴素贝叶斯分类器构建社了区居民应急认知能力精准分类模型,将社区居民划分为风险级别不同的监测等级。针对划分的监测等级,构建基于动态监测等级的社区居民应急科普与应急决策模型,作为社区应急科普和应急管理的重要依据。在此基础上,从模型的构建与使用遵循周期性原则、重视数据采集标准的设计和数据采集的精准管理、社区应急决策与管理应以决策模型为依据3个维度提出了基于监测模型的社区应急决策与建议,为社区应急科普和应急管理提供参考。Based on the analysis of the existing problems in emergency science popularization and emergency management, this paper constructs a community emergency monitoring system based on Naive Bayes data mining. By designing community residents’ cognitive meta tags, the attribute data of the community residents are collected as the training data for constructing Naive Bayes classifier, and the community residents’ emergency cognitive tag set is established. Based on the tag model, a classification model of community residents’ emergency cognitive ability is constructed by using Naive Bayes classifier, and community residents are divided into different monitoring levels with different risk levels. According to the divided monitoring levels, a community resident emergency science popularization and emergency decision-making model is constructed as an important basis for community emergency science popularization and management. On the basis of the monitoring model, the community emergency decisions and suggestions are put forward from three aspects: the construction and use of the model should follow the principle of periodicity;the design of data collection standards and the precise management of data collection should be emphasized, and the community emergency decision-making and management should be based on the constructed decision-making model, which provides theoretical support and technical reference for the community emergency science popularization and management.
