摘　　要：如何在不影响保护的前提下,让生态旅游更好地融合自然保护区,发挥最大化效益,已成为生态文明建设的热门话题。以河南内乡宝天曼国家级自然保护区为研究对象,运用SWOT分析法分析了保护区生态旅游方面存在区位交通便捷、前期开发基础较好等优势;管理制度不完善、宣传营销手段单一是劣势;生态旅游是主流、受到重点扶持、制度标准日趋完善是机会;同时存在生态旅游易破坏环境、旅游监管不到位等问题。提出了完善公共服务、环境教育、社区参与、营销推广、科技创新、乡村振兴等6个方面的配套体系建设,探索了生态旅游圈战略、多元化发展战略、生态旅游强国战略来保障实施,以期有效传播环境保护理念、推动体制机制建设,探寻适度开发和最优发展路径,以确保自然保护区生态旅游的生态文明价值得以实现。相关经验对于其他生态旅游目的地具有参考价值。It has become a hot topic in the construction of ecological civilization on how to integrate ecotourism into nature reserves and maximize the benefits without affecting the protection. Taking Baotianman National Nature Reserve of Neixiang, Henan Province as the research object, SWOT analysis method is used to analyze the advantages of ecoturism in the reserve, such as convenient location and transportation, good early-stage development foundation, etc. Imperfect management system and single means of publicity and marketing are disadvantages;Ecotourism is the mainstream and receives the key support. The system standard is improving day by day;At the same time, ecotourism is easy to damage the environment;tourism supervision is not in place. It puts forward the construction of six supporting systems including perfecting public service, environmental education, community participation, marketing promotion, scientific and technological innovation, and rural revitalization. The strategy of ecotourism circle, diversified development, and ecotourism power is explored to ensure the implementation, so as to effectively spread the concept of environmental protection, promote the construction of institutions and mechanisms, and explore the appropriate development and optimal development path. Therefore, the ecological civilization value of ecological tourism in nature reserves can be realized. The experience presented in this paper has reference value for other ecotourism destinations.
