摘 要:向世界讲好西藏故事肩负着维护国家统一和民族团结、对外塑造我国边疆民族地区形象、争取对外反分裂斗争国际话语权的历史使命。建国之初的英文外宣期刊《中国建设》的涉藏报道对此作出了有益探索。该刊西藏报道的国际传播策略包括以民间主体传播信息、以受众需求为导向、通过议程设置引导舆论、以人民视角展开叙事、善于运用平衡报道等。这启示我们,要注重发挥多元话语主体的对外传播功效、主动设置西藏外宣议程、构建涉藏对外传播话语体系、发挥网络空间短视频生活化叙事优势、发掘蕴含于西藏治理中的价值叙事以向世界讲好新时代的西藏故事。Telling the Tibetan story to the world carries the historical mission of safeguarding national unity and ethnic unity, shaping the image of China’s frontier ethnic regions to the outside world, and striving for the international discourse of the external anti-secession struggle. The Tibet-related reports in China Reconstruction, an English-language foreign propaganda journal at the beginning of the founding of the country, have made useful explorations in this regard. The journal’s international communication strategies for its reporting of China Tibet included disseminating information with a private subject, being guided by audience needs, guiding public opinion through agenda setting, developing a narrative from the people’s perspective, and making good use of balanced reporting. This reveals that we should pay attention to the effectiveness of foreign communication of multiple discourse subjects, take the initiative to set the agenda for Chinese Tibetan outreach, build a China Tibet-related foreign communication discourse system, take advantage of the short-form video life-like narratives in cyberspace, and explore the value narratives embedded in Tibetan governance in order to tell the Chinese Tibetan story of the new era to the world.
