摘 要:我国老龄人口庞大,老龄化速度极快,又因未富先老而养老储备不足。需要开发老年人力资源缓解老龄化冲击。我国高龄者就业制度存在对于年龄歧视没有制约、职业退出制度不合理、歧视对待再就业者且就业保障制度匮乏等问题。我国迫切需要修改阻碍老有所为的规定,查漏补缺,形成高龄者就业制度体系,助力实施积极应对人口老龄化国家战略。China has a large, rapidly aging population and an inadequate pension reserve due to the fact that aging goes before getting rich. It’s necessary to develop human resources for the elderly to alleviate the impact of aging. The employment system for the elderly in China has some problems, for instance, no restrictionson age discrimin-ation, an unreasonable career exit system, discriminatory treatment of re-employed people and a lack of employment security system. There is an urgent need to revise the regulations that hinder the devotion of the elderly and fix the flaws, establishing an employment system for the elderly in order to help implement the national strategy which actively cope with the aging of the population.
