城市收缩对数字经济发展的影响及作用机理——来自中国城市的经验证据

摘　　要：城市收缩是一个嵌入全球化而根植于本土化的结果,现已成为困扰中国城市发展的一个亟待解决的重大现实问题。基于此,对现有城市收缩的研究进行了总结,对中国城市收缩的现状特征进行了初步分析,并探究了城市收缩对城市数字经济发展和数字化转型造成的影响。研究发现:从区位分布来看,中国城市收缩的严重程度排序依次是:东北地区>中部地区≈西部地区>东部地区;城市收缩会通过压缩城市消费需求和阻碍城市数字企业发展进而抑制城市数字经济发展;城市市场化水平和收缩城市距中心城市距离均会对城市收缩与城市数字经济发展的关系产生影响;城市收缩对城市数字经济发展的影响存在显著的异质性特征,对非东北地区和数字化水平较高城市的数字经济发展抑制作用较强。最后,根据研究结论,提出我国收缩城市的治理应坚持“顺收缩举措”为主、“逆收缩举措”为辅,二者兼用的思路,以此防范化解城市收缩对城市经济社会发展的消极影响。Urban shrinkage, which is embedded in globalization and rooted in localization, has become an important practical problem that perplexes the development of Chinese cities. Based on this, the paper summarizes the existing research on urban shrinkage, makes a preliminary analysis of the current characteristics of urban shrinkage in China, and probes into the impact of urban shrinkage on the development of urban digital economy and digital transformation. It is found that from the perspective of location distribution, the order of the severity of urban shrinkage in China is as follows: northeast region>central region≈western region>eastern region. Urban shrinkage will restrain the development of urban digital economy by compressing urban consumer demand and hindering the development of urban digital enterprises. Both the level of urban marketization and the distance between the shrinking city and the central city will have an impact on the relationship between urban shrinkage and the development of urban digital economy, and there are significant heterogeneity in the impact of urban shrinkage on the development of urban digital economy. It has a strong inhibitory effect on the development of digital economy in non-northeast regions and the cities with higher digital level. Finally, according to the research conclusion, it is proposed that the governance of shrinking cities in China should adhere to the idea of “pro-shrinking measures” first and “anti-shringking measures” as a supplement, using both of them so as to prevent and resolve the negative impact of urban shrinkage on urban economic and social development.
