摘　　要：水文是研究自然界水的时空分布与变化规律的一门学科。水文是防汛抗旱减灾的耳目尖兵,是水资源管理水环境治理的前哨,是水生态文明建设的支撑;水文是构建人水和谐社会、人民群众追求美好生活不可或缺的基础要素。我们要时刻清醒认识自己的履职责任,深入分析短板不足,及时转职能、转方式、提质量,通过创新培育发展新动力、提升履职能力,促进水文高质量发展,不断增强人民群众获得感、幸福感、安全感。Hydrology is a subject which studies the spatial and temporal distribution and change of water in nature.Hydrology is the eyes and ears of flood control and drought alleviation, and is the outpost of water resources management and water environment governance, the support of water ecological civilization construction, an indispensable basic element for building a harmonious society between people and water and for people’s pursuit of a better life.We should always be aware of our responsibilities, make an in-depth analysis of our shortcomings, timely transform functions and modes, improve quality, cultivate new impetus for development and enhance the ability to perform duties through innovation, promote high-quality development of hydrology, constantly enhance the people’s sense of gain, happiness and security.
