摘　　要：省域档案事业发展规划是对一个省级行政区域档案事业的战略布局和总体部署,是国家档案事业发展规划的扩散与承接,也是档案事业治理体系和治理能力现代化的重要体现。本文通过文献梳理,分析档案事业发展规划与档案治理的内在逻辑关联并建立“时间—治理—空间”三维分析框架,采用内容分析、历史制度主义和区域研究方法,解析我国23个省(自治区、直辖市)“十三五”“十四五”时期34部档案事业发展规划的治理理念、治理目标、治理工具、治理主体、治理单元和治理能力的变迁过程及其影响因素,建立我国省域档案事业治理模型并阐释了其内在机理,进而从制度、组织、效率、空间四个方面提出治理转型路径。The provincial archives development plan is the strategic layout and overall deployment of the archives career of a provincial administrative region.It is the diffusion and inheritance of the national archives development plan,and also an important manifestation of the modernization of the archives governance system and governance capacity.Through literature review,this paper analyzes the inherent logical relationship between archives development plan and archives governance,and establishes a three-dimensional analysis framework of"time-governance-space".Using content analysis,historical institutionalism and regional research methods,the article analyzes the governance concepts,governance objectives,governance tools,governance entities,governance units and governance capabilities of 34 archives development plans of 23 provinces(autonomous regions and municipalities directly under the central government)during the 13th Five-Year Plan and 14th Five-Year Plan periods,focusing on the analysis of the transition process of these elements and their influencing factors.Finally,the article establishes the governance model of provincial archival undertaking and explains its internal mechanism,and then proposes the realization path of governance transformation from the perspective of system,organization,efficiency and space.
