维护领海主权视域下我国海疆历史档案证据性开发研究

摘　　要：我国现存有丰富的海疆历史档案,对其进行证据性开发,有助于开展海洋意识教育,维护我国领海主权完整。本文阐述我国海疆历史档案及其证据性开发内涵、意义与实践,在分析理论研究缺失、资源建设滞后与开发创新不足等问题的基础上,提出其证据性开发的路径方法。依托证据链、国家安全与主权宣示理论,从主题选择、材料筛选、档案组合,以及资料性、针对性证据产品开发等方面发掘利用海疆历史档案,可优化档案开发工作,为维护国家领海权益提供档案凭证支持。There are abundant historical archives of coastal areas and territorial seasin China,the evidentiary development of which is conducive to carry out marine awareness education and safeguard the integrity of China’s territorial sea sovereignty.The paper expounds the connotation,significance and practical progress of evidentiary development of China’s maritime territorial historical archives,puts forward the mode and method of evidentiary development on the basis of analyzing the lack of theoretical research,the lag of resource construction and insufficient development innovation.Relying on the evidence chain,national security and sovereignty declaration theory,the exploration and utilization of maritime territorial historical archives from the aspects of theme selection,material selection,archives combination,as well as the development of information and targeted evidence products can optimize the development of archives and provide archival voucher support for the protection of national territorial sea rights and interests.
