摘　　要：全过程人民民主话语的建构过程,是党在科学把握中华民族伟大复兴战略全局和世界百年未有之大变局过程中作出的时代回应和理论创新。“以人民为中心”是全过程人民民主的逻辑起点与政治底色,“全过程”是全过程人民民主的突出特征,其中“全主体”和“全领域”是立足理论逻辑的“全过程”内涵,“完整制度程序”和“完整参与实践”是立足实践逻辑的“全过程”体现。要保证全过程人民民主运行彰显以人民为中心的功能特质,中国共产党领导是根本保证,坚持这一原则有助于保证全过程人民民主的方向、路径和效能。The process of constructing the discourse of China’s whole process people’s democracy is a response to the times and a theoretical innovation made by the Communist Party of China in the process of scientifically grasping the overall situation for the strategy of the great rejuvenation of the Chinese nation and the profound changes unseen in a century that the world faces.The“people-centered”orientation is the logical departure point and political background of China’s whole process people’s democracy.The“whole process”is a prominent feature of such a democracy,in which the“whole subject”and the“whole field”are the content of the theoretical-logic-based“whole process”,while the“complete institutioanal procedure”and the“complete participation in practice”are the embodiment of the content of the practical-logic-based“whole process”.To ensure that the operation of China’s whole process people’s democracy demonstrates its functional characteristics of people-centeredness,the leadership of the Communist Party of China is its fundamental guarantee,the adherence to which as a principle will help ensure the direction,path and efficiency of China’s whole process people’s democracy.
