摘 要:构建普惠性学前教育公共服务体系不仅要关注“普及”,还要关注“质量”。本文基于政府和普惠性民办园不同行为策略的支付矩阵,通过构建政府和普惠性民办园的演化博弈模型,讨论不同奖惩机制下政府和普惠性民办园的策略选择。研究发现:(1)政府和普惠性民办园的演化博弈趋向于理想状态(积极治理,高质量服务)需要满足两个条件;(2)为了实现理想状态,政府可以制定适当的奖励机制,但是当政府的治理成本较高时,政府的奖励机制很难持续;(3)引入惩罚机制可以约束普惠性民办园的行为;(4)动态惩罚机制相比于静态惩罚机制效率更高,因此要避免长期严厉惩罚而削弱普惠性民办园的热情。本文研究结论为政府完善普惠性民办园的奖惩机制提供了一定的理论依据。An inclusive preschool education public service system should not only focus on “prevalence”but also on “quality”. Based on the payment matrix of different behavioral strategies of the government and inclusive private kindergartens, this work discusses the strategic choices of the government and inclusive private kindergartens under different reward and punishment mechanisms by constructing an evolutionary game model between those two parties. The research found that:(1) To achieve an ideal state(active governance, high-quality service) for the evolutionary game between the government and inclusive private kindergartens needs two conditions.(2) To achieve the idea state, the government can formulate appropriate rewards. However,when the governance costs are excessively high, the incentive paid by the government for high-quality preschool education services is difficult to sustain.(3) The introduction of a penalty mechanism can restrict the behavior of the inclusive private kindergartens.(4) The dynamic penalty mechanism is more efficient than the static penalty mechanism, because the long-term severe punishment may potentially weaken the enthusiasm of providing private preschool education services. The research findings provide theoretical basis for the government to improve the reward and punishment mechanism of inclusive private kindergartens.
