摘　　要：目的:研究对比不同采购模式的医疗设备携带配套耗材招标采购方案。方法:分析医疗设备携带配套耗材招标采购现状,对比配套耗材仅提供种类和用量、配套耗材按开展项目提报、医疗设备携带配套耗材整体提报需求参数和以配套耗材为主体实施采购4种采购模式,以全自动化学发光免疫分析仪和超声高频外科集成系统主机采购项目为例,开展不同采购模式的优缺点探讨。结果:不同的采购模式各有优缺点,实施中应结合设备和配套耗材实际情况开展采购。医院在全自动化学发光免疫分析仪和配套耗材在招标采购中采用配套耗材仅提供种类和用量模式经过竞争性谈判,最终设备成交价格为5万元,耗材价格平均降幅10%;超声高频外科集成系统主机采购项目采用配套耗材按开展项目提报模式,经过公开招标,最终设备中标价格为360万元,降幅达到20%。结论:医疗设备携带配套耗材采购应在立项论证时将设备和配套耗材一起立项,选择竞争性谈判方式更有利于控制成本;若配套耗材为关键指标,需要在配套耗材用量测算中进行明确和统一。Objective: To study and compare different models of bidding and procurement plans of supporting consumables for medical equipment. Methods: The current situation of the bidding and procurement of the supporting consumables of medical equipment was analyzed. The four procurement models of only types and quantities of supporting consumables provided, supporting consumables reported according to the project development, overall submission required parameters of supporting consumables of medical equipment, and implementation of procurement mainly on the basis of supporting consumables were compared. The advantages and disadvantages of different models were discussed by taking the procurement project of automatic chemiluminescence immunoassay analyzer and ultrasonic high-frequency surgical integrated system as an example. Results: Different procurement models had respective advantages and disadvantages, and the implementation should be carried out in combination with the actual situation of equipment and supporting consumables. Through competitive negotiations under the mode of only types and quantities of supporting consumables provided, the final transaction price of fully automated chemiluminescence immunoassay analyzer and supporting consumables shall be CNY 50,000, representing an average decrease of 10% in the price of consumables. The procurement project of the ultrasonic high-frequency surgical integrated system adopted the procurement model of supporting consumables reported according to the project development, after a public bidding, the final winning bid price of the equipment was CNY 3.6 million, with a drop of 20%. Conclusion: For the procurement of supporting consumables of medical equipment, the equipment and supporting consumables should be established together when the project is established and demonstrated.
