铁路联通情景下中巴伊土国际运输通道运输性能评估

摘　　要：中巴伊土国际运输通道途经中国、巴基斯坦、伊朗和土耳其等国,由于中巴铁路未联通,该通道运输能力尚未有效发挥。基于陆海运输对比视角,从运距、运输时间、运费和运输能力等方面对铁路联通情景下的中巴伊土国际运输通道的运输性能进行评估。相较于海铁联运国际通道,中巴伊土国际运输通道可将重庆至德黑兰运距缩短40%,运输时间压缩69%。对于中国内陆通往南亚和西亚,中巴伊土国际运输通道在运输费用方面具有比较优势。中巴铁路连通后,中巴伊土国际运输通道运输能力可达24万~50万TEU/a,具备承担中欧国际货运能力,将其拓展为中欧班列新通道,可对日渐饱和的中欧班列主线进行运能补充,提升亚欧大陆交通基础设施连通度和铁路运输网络稳健性。The China-Pakistan-Iran-Turkey international transport corridor(CPPITC) passes through China,Pakistan,Iran,Turkey,and other countries.Due to the lack of direct railway connection between China and Pakistan,the transport capacity of CPPITC has not yet been effectively utilized.Under the scenario of China-Pakistan railway connection,this paper evaluated the transport performance of the corridor from the aspects of transport distance and time,transport costs,and transport capacity.Compared with the international sea-rail intermodal transport corridor,CPPITC can shorten the transport distance and time from Chongqing to Tehran by 40% and 69%,respectively.For transport from inland China to South Asia and West Asia,CPPITC has comparative advantages in terms of transport costs.Upon the China-Pakistan railway connection,the transport capacity of CPPITC can reach 240 000 to 500 000 TEU/a,and it can undertake international freight transport between China and Europe.If CPPITC is expanded into a new corridor for China Railway Express,it can supplement the transport capacity of the increasingly saturated main line of China Railway Express,which will improve the connectivity of transport infrastructure and the robustness of railway transport networks on the Eurasian continent.
