摘　　要：我国区域在实现高质量发展过程中,要建立结构合理的城市规模体系,改善过于扁平化的城市规模体系问题,发展一批具有战略支点的中心城市。“强省会”战略对于快速提升地区经济水平有明显作用,并通过扩散效应、支配效应、乘数效应等带动周边地区快速发展,实现了快速提升GDP、土地面积、常住人口、财政收入等指标,提升了资源配置能力与调控能力。“强省会”战略实际上是将省会城市规模结构从单一强中心到一主两副及多个中心建设阶段的过渡,是地方政府顺应区域发展规律的一种科学选择。“十四五”时期,中央有关部门应通过制定一系列合理政策,实现从“强省会”到区域协调发展。In the process of achieving high-quality development in China’s regions,we should establish a reasonably structured urban scale system,improve the problem of too flat urban scale system,and develop a number of central cities with strategic fulcrums. The strategy of“strengthening the provincial capital”has an obvious role in rapidly improving the regional economic level,and through the diffusion effect,the control effect,the multiplier effect and other factors to drive the rapid development of the surrounding areas,achieving the rapid improvement of GDP,land area,permanent resident population,fiscal revenue and other indicators,and improving the resource allocation and control ability. During the “14th Five-Year Plan” period,the relevant departments of the central government should formulate a series of reasonable policies to achieve regional coordinated development from “strengthening the provincial capital”.
