摘　　要：政策过程民主是中国特色社会主义民主的重要特点,也是我国全过程人民民主的一大优势。经过长期政治实践,我国的政策过程民主形成了善于酝酿、善于营造共识和善于拍板定案的制度特征,使政策过程既能集思广益从而充分发挥各方面积极性,又能高效集中从而充分确保决策的时机需求。新时代党和国家决策始终坚持发挥民主集中制这一制度优势,坚持顶层设计与问计于民相结合,重视发挥、发展调查研究这一传统优势,极大推动了我国政策过程民主的实践与创新,有利于使更加广泛、更加真实的人民意见进入政策过程,有利于把符合人民利益的正确意见更好集中起来,有利于更好凝聚改革共识推动高效发展。Democracy in the policy process is an important feature of socialist democracy with Chinese characteristics,and it is also a major advantage of our country’s whole-process people’s democracy. After long-term political practice,democracy in the policy process formed the institutional characteristics of being good at fully deliberating,building consensus,and making final decisions effectively,so that the policy process can not only bringing pooling-wisdom,and giving full play to the enthusiasm of all parties,but also be efficient and centralized,and fully ensure the timing of decision-making need. In the new era,the Party and the state’s decisionmaking has always adhered to the fundamental institutional advantages of democratic centralism,adhered to the combination of top-level design and consultation with the people,and paid attention to the traditional advantages of investigation and research,which creatively improved the scientific and democratic degree of decisionmaking. It is conducive to the entry of people’s opinions on a larger scale and scale into the decision-making process,and it is conducive to better gathering consensus on reform and development.
