村庄治理现代化的绩效差异解释及其实现路径探析

摘　　要：村庄治理现代化是国家治理现代化的重要组成部分。根据村庄社会的城市化水平,可以将村庄分为城市型村庄和乡村型村庄,这两种类型的村庄城市化水平不同,村庄治理现代化的绩效与路径也存在较大差异。城市型村庄呈现出“规则化结构”和“强制度化能力”的特征,能够契合现代管理体制,村庄治理现代化建设实现了“规则之治”;乡村型村庄呈现出“不规则结构”和“弱制度化能力”的特征,难以完全契合现代管理体制,村庄治理现代化建设呈现出形式化治理的弊端。相对应的,城市型村庄应进一步优化完善行政全面主导的现代化治理方式,在“规则之治”的基础上进一步激活村庄民主自治,走一条规范而有活力的现代化治理之路;乡村型村庄应为半正式治理保留空间,通过培育村庄公共性逐步提高规范化治理水平,走一条“双轨治理”的渐进式现代化之路。The modernization of rural governance is an important part of the modernization of national governance. According to the urbanization level of village society,villages can be divided into urban villages and rural villages. The urbanization level of these two types of villages is different,and the performance and path of village governance modernization also have great differences. Urban villages are characterized by “regular structure” and “strong institutionalized ability”,which can fit in with the modern management system,and the village governance modernization has achieved“ the rule of law”;Rural villages are characterized by “irregular structure” and “weak institutionalization ability”,which is difficult to fully fit into the modern management system,and the modernization of village governance presents the drawbacks of formal governance. Correspondingly,urban villages should further optimize and improve the modern governance mode dominated by the overall administration,further activate the democratic autonomy of villages on the basis of “the rule of law”,and move towards a standardized and dynamic modern governance road;Rural villages should reserve space for semi formal governance,gradually improve the level of standardized governance by cultivating village publicity,and move towards a gradual modernization road of dual track governance.
