全过程人民民主赋能体育公共服务治理的内在逻辑、作用机理及策略探骊

摘　　要：全过程人民民主作为体育公共服务治理的程序创设和制度安排,对体育公共服务治理具有关键作用,体育公共服务治理作为全过程人民民主发展支撑与政治主题,二者耦合共进是全过程人民民主赋能体育公共服务治理的内在逻辑。其作用机理是:集中和民主双轮赋能,推进科学化治理;价值和工具弹性整合,驱动系统化治理;实效和程序规则创设,赋能规范化治理;法治与民意良性互动,实现融合化治理。在推进体育公共服务治理现代化征程中,需依托此作用机理。建议:主体赋能:提升治理主体能力;程序赋能:推进治理制度化;资源赋能:探索治理智能化机制;话语赋能:总结中国治理故事。以此深化全过程人民民主赋能体育公共服务治理实践,将其民主制度优势转为体育公共服务治理效能。As a procedural creation and institutional arrangement of public sports service governance,full-process people’s democracy plays a key role in public sports service governance.And public sports service governance,as the development support and political theme of full-process people’s democracy,is the inner logic of full-process people’s democracy empowering sports public service governance.Its mechanism is to promote scientific governance through both centralization and democracy;to drive systematic governance through the flexible integration of values and tools;to empower standardized governance through the creation of effective and procedural rules;and to realize integrated governance through the healthy interaction between the rule of law and public opinion.In the process of promoting the modernization of public sports service governance,it is necessary to rely on this mechanism and deepen the full-process people’s democracy empowerment of sports public service governance practice through subject empowerment:enhancing the capacity of governance subjects;procedural empowerment:promoting the institutionalization of governance;resource empowerment:exploring the intelligent mechanism of governance;discourse empowerment:summarizing China’s governance experience,so as to turn the advantages of its democratic system into theeffectiveness of public sports service governance.
