城乡全民健身公共服务均等化赋能体育强国建设目标、困囿及策略

摘　　要：城乡全民健身公共服务均等化是推动全民健身广泛开展、助推体育强国建设的战略基石,也是实现共同富裕的必然选择。实现城乡全民健身公共服务均等化需要:保障供需平衡,为体育强国奠基;城乡一体化发展,为体育强国助力;健全监督考核机制,为体育强国统度;激励社会力量参与,为体育强国建设加速。但同时也面临一系列问题,如充分性问题:全民健身供给需求多元化,增加体育强国建设难度;均衡性问题:全民健身资源分布范围呈聚集化,体育强国建设资源失衡;标准性问题:全民健身检验体系单一,体育强国建设动力缺失;效率性问题:全民健身功用产出隐性化,减缓体育强国建设进程。建议:促进供需双方协同联动,守好体育强国建设服务全民健身底线;构建东中西部帮扶机制,用活体育强国建设资源;构建县域—省市—国家考评体系,统一城乡全民健身公共服务标准;构建个人—社会—政府共建共治共享格局,夯实体育强国建设民生底线,推动城乡全民健身公共服务均等化建设同频共振,继而实现共同富裕。The equalization of public fitness services in urban and rural areas is a strategic cornerstone to promote the widespread development of national fitness and boost the construction of a sports power,as well as an inevitable choice to achieve common prosperity.To achieve the equalization of public fitness services in urban and rural areas,it is necessary to guarantee the balance of supply and demand,so as to lay the foundation for a sports power;to develop urban and rural areas in an integrated manner,so as to inject strength into a sports power;to improve the supervision and assessment mechanism,so as to unify the degree of a sports power;and to stimulate the participation of social forces,so as to accelerate the construction of a sports power.However,it also faces the problem of adequacy:diversified demand for national fitness supply,which increases the difficulty of building a strong sports nation;the problem of balance:the distribution range of national fitness resources is aggregated,and the imbalance of resources for building a strong sports nation;the problem of standard:a single test system for national fitness,and the lack of motivation for building a strong sports nation;the problem of efficiency:the implicit output of national fitness utility,which slows down the process of building a strong sports nation.Therefore,we propose to promote the synergy of supply and demand,to keep the bottom line of sports power building services for national fitness;to build a mechanism to help the east,middle and west,to use the resources for sports power building;to build a county-provincial/municipal-national assessment system,to unify urban and rural public service standards for national fitness;to build a individual-society-government governance pattern to consolidate the bottom line of people’s livelihood for the construction of a strong sports nation,and promote the equalization of public services for national fitness in urban and rural areas to achieve common prosperity.
