摘　　要：数据治理已经成为高校教育信息化的一项基础性工作,正确认识和理解数据治理的价值及其特征有助于高校管理者与实践者树立正确、科学的数据治理观,构建数据治理的良好秩序。高校数据治理的价值呈现出对“数据及其事务”治理的外在价值和依“数”治理的内在价值相互联系、结合的立体结构,指引着高校数据治理的有效实施。同时,高校数据治理存在教育数据多源多样、多元利益冲突、应用需求灵活多样等难点,以及政策驱动、技术保障、模式优势等有利条件。Data governance has become the basic work of higher education informatization.A correct understanding of the value and characteristics of data governance is helpful for university managers and practitioners to establish a correct and scientific view of data governance and to build a good order of data governance.The value of university data governance presents a three-dimensional structure that links and combines the external value of“data and its affairs”governance with the internal value of governance based on data,which guides the effective implementation of data governance.At the same time,there are difficulties in university data governance,such as multiple sources of educational data,multiple conflicts of interest,flexible and diverse application requirements,as well as favorable conditions such as policy-driven,technical support and mode advantages.
