摘 要:借助国家发展改革委组织开展低碳省区和低碳城市试点工作这一准自然实验和双重差分方法,运用290个地级市2004—2019年面板数据,考察了新型城镇化下低碳城市建设对产业结构优化升级的影响。结果发现:低碳城市建设显著促进了地区产业结构优化升级;在作用机制上,低碳试点的设立能够通过提升科技创新能力、引导FDI流入和提高人口城镇化水平等路径,助推地区产业结构优化升级;低碳城市建设对产业结构的影响存在异质性,对不同区位和特征的城市产生的影响不同。With the aid of the quasi-natural experiment about the low-carbon pilot work implemented in cities and provinces organized by the National Development and Reform Commission and the Difference-in-Difference method,investigating the impact of low-carbon city construction on the optimization and upgrading of industrial structure based on the panel data of 290 prefecture-level cities from 2004 to 2019.Results show that,low-carbon city construction has significantly promoted the optimization and upgrading of the regional industrial structure.Secondly,in terms of the mechanism,the establishment of low-carbon pilots can promote the optimization and upgrading of regional industrial structure through the mechanism such as promoting technological innovation capabilities,guiding the inflow of FDI and improving the urbanization level of the population.The impact of low-carbon city construction on industrial structure is heterogeneous,and it has different impacts on cities with different locations and characteristics.
