摘　　要：[目的/意义]2019年突发的华为“断芯”事件,暴露出我国学术论文因长久实行“唯论文”评价模式造成科研结构性失调从而受制于人的尴尬现状,为实现我国核心科研领域的独立自主,作为学术论文评价机构的高校图书馆可通过研究探索建立学术论文评价新模式破除“五唯”之中最关键的“唯论文”。[方法/过程]通过采用提高拓展其他评价指标、构建精细化微观评价分类、分类系数加权评分等级制等方法,形成一套完整的学术论文评价新模式。[结果/结论]这种深化改革后的评价模式,拓展了评价的深度与维度,挖掘出以往被忽视的潜在优秀学术论文,破除了狭隘机械的“唯论文”评价模式对我国科研发展的桎梏,评价结论更加全面、公正、客观。[Purpose/significance] The sudden “be cut off chip supply” for Huawei in 2019 exposes the embarrassing situation that China’s academic papers have been subject to others’ control due to the structural imbalance of scientific research caused by the long-term implementation of the “paper only” evaluation mode. In order to realize the independence of China’s core scientific research fields,university libraries,as academic paper evaluation institutions,can establish a new model of academic paper evaluation through exploring to break the most critical “paper only” among the “five only”. [Method/process] The paper forms a complete set of new evaluation models for academic papers by adopting methods such as improving and expanding other evaluation indicators,constructing fine micro evaluation classification,and classification coefficient weighted grading system. [Result/conclusion] The evaluation mode after deepening the reform has expanded the depth and dimension of evaluation,excavated potential excellent academic papers that were neglected in the past,and broken the shackles of the narrow and mechanical “paper only” evaluation mode on the development of scientific research in China. Its evaluation conclusion is more comprehensive,fair and objective.
