摘　　要：我国提出的“一带一路”倡议,紧跟时代步伐,紧紧跟随全球经济发展方向,对世界各国的政治、经济、文化带来巨大影响。满洲里是自治区率先开展中俄边境旅游业务的口岸城市,2018年被国务院批准设立边境旅游试验区。满洲里市在“一带一路”背景下为促进中俄边境旅游发展主动作为,取得了显著成效。但是由于其地处偏远,经济欠发达,旅游人才匮乏,从而使得其在发展边境旅游过程中遇到了一些瓶颈。本文通过对当下边境旅游相关政策及基本内容的研究,基于“一带一路”视角,结合满洲里中俄边境旅游发展现状,对其问题进行了探讨,在此基础上,提出相应的旅游发展对策,可以为满洲里及我国其他地区边境旅游的发展提供参考借鉴。The"the Belt and Road"initiative put forward by China,closely following the pace of the times and the direction of global economic development,has a huge impact on the politics,economy and culture of countries around the world.Manzhouli is the first port city in the autonomous region to carry out border tourism business between China and Russia.In 2018,it was approved by the State Council to establish a border tourism pilot zone.Manzhouli City has made remarkable achievements in promoting the development of Sino Russian border tourism under the background of the"the Belt and Road".However,due to its remote location,underdeveloped economy and lack of tourism talents,it has encountered some bottlenecks in the development of border tourism.Based on the research on the current border tourism related policies and basic contents,this paper discusses the problems in the perspective of the"the Belt and Road"and the current situation of the development of Sino Russian border tourism in Manchuria.On this basis,it puts forward corresponding tourism development countermeasures,which can provide reference for the development of border tourism in Manchuria and other regions of China.
