摘 要:研究对科研计划项目“赛马制”的内涵及优势进行分析,在梳理国家层面以及上海、北京、深圳等地区实践经验的基础上,结合发达国家“赛马制”具体做法,针对江苏目前重大科研计划项目组织管理现状,提出在关键性科技攻关任务中落实“赛马制”、多形式开展“赛马式”攻关、创新“里程碑”式管理、建立提前完成任务奖励机制等建议,进一步充分发挥“赛马制”的机制优势。In this paper,the author analyzed the connotation and advantages of Horse-racing System in scientific research projects.Based on the practical experience of the country and cities of Shanghai,Beijing and Shenzhen according to the practice of Horse-racing System in developed countries,the paper analyzed the current situation of the organization and management of major scientific research projects in Jiangsu province.Some suggestions were put forward,such as implementing Horse-racing System in the key task of science and technology,adopting various forms of Horse-racing,innovating project Milestone-like management and establishing reward mechanism for completing tasks ahead of time,to give further play to the institutional advantages of Horse-racing System.
