摘  要:提高能源效率是缓解环境污染、助力实现“双碳”目标以及推动中国高质量发展的重要途径。选取2013-2019年省级面板数据,运用熵值法、超效率DEA-SBM和固定效应回归模型等研究方法,构建了环境规制、互联网发展指标体系,对互联网发展、环境规制以及能源效率之间的关系进行实证分析。结果表明:中国能源效率呈现东部最高、西部最低的发展格局;互联网发展和环境规制能够促进能源效率的提升,二者的交互效应与能源效率之间呈负相关关系,高强度环境规制可能存在“污染避难所”效应;产业结构和金融发展水平对能源效率的影响显著为正,而资源禀赋对能源效率的影响显著为负。Improving energy efficiency is an important way to alleviate environmental pollution,help achieve the "dual carbon" goal and promote China’s high-quality development.Based on the provincial panel data of China from 2013 to 2019,this paper constructs the index system of environmental regulation and Internet development by using the research methods of entropy method,super-efficiency DEA-SBM and fixed-effect regression model,and makes an empirical analysis on the relationship between Internet development,environmental regulation and energy efficiency.The results show that China’s energy efficiency presents a development pattern with the highest in the East and the lowest in the West;Internet development and environmental regulation can promote the improvement of energy efficiency,and the interaction effect between the two is negatively correlated with energy efficiency.High-intensity environmental regulation may have the effect of "pollution shelter";The impact of industrial structure and financial development level on energy efficiency is significantly positive,while the impact of resource endowment on energy efficiency is significantly negative.
