河南高校科技成果转化难题与破解路径

摘　　要：作为我国创新重要主体的高校普遍面临科技成果转化率较低的问题。管理体制、中试熟化、供需对接、专利质量、收益配置等方面问题的叠加作用,共同造成了河南高校科技成果转化难的困境。发达国家在产学研深度融合、政府高度重视扶持、制定激励性法律法规、高度重视应用研究、大量成立技术转化机构等方面给予河南高校科研成果转化以有益启示。河南可以从五个方面采取有力措施,破解高校科技成果转化难题:成立专业管理机构,解决协调管理难题;加强中试基地建设,解决技术熟化难题;培育中介服务机构,解决供需对接难题;强化市场需求导向,解决专利质量不高难题;健全收益分配政策,解决利益激励难题。As the main body of innovation in China,colleges and universities are generally faced with the problem of low conversion rate of scientific and technological achievements.The superposition of management system,pilot test maturity,supply and demand docking,patent quality,income allocation and other problems have jointly caused the difficult transformation of scientific and technological achievements in Henan universities.The developed countries have provided beneficial enlightenment for the transformation of scientific research achievements in Henan universities in terms of the deep integration of industry,education and research,the government’s high emphasis on support,the formulation of incentive laws and regulations,the high emphasis on applied research,and the establishment of a large number of technology transformation institutions.Henan can take effective measures from five aspects to solve the problem of the transformation of scientific and technological achievements in colleges and universities:The first is to establish a professional management organization to solve the problem of coordination management,the second is to strengthen the construction of pilot base to solve the problem of technology maturation,the third is to foster intermediary service institutions to solve the problem of supply and demand docking,the fourth is to strengthen market demand orientation to solve the problem of low patent quality,the fifth is to improve the income distribution policy to solve the problem of interest incentive.
