摘　　要：国家发展改革委《区域电网输电价格定价办法》明确区域电网输电价格制定遵循成本补偿和促进电力交易等原则,采用两部制定价。本文探索性地分析和揭示两部制定价相比于基于平均成本的单一产量定价的“产量扩大效应”及其形成机理,分析区域电网两部制输电价格核定中运维费的成本特性及各省容量电费分摊比例计算方法和容量电价的收取标准;以两部制定价“产量扩大效应”为理论依据,提出满足成本补偿并促进电力交易的区域电网容量电价(费)核定新方法,并进行模拟测算与分析。结果表明:区域电网两部制输电价格的合理设计能够更好地反映区域电网功能,促进电力市场交易和新型电力系统建设。The national "Regional Power Grid Transmission Price Pricing Method" specifies that the regional power grid transmission price should follow the principles of cost compensation and promotion of power trading, and adopt two-part pricing. This paper explores and reveals the "output expansion effect" and its formation mechanism of two-part pricing compared with single-output pricing based on average cost, and analyzes the cost characteristics of operation and maintenance fees in the verification of two-part transmission price of regional power grid, as well as the calculation method of the allocation proportion of provincial capacity tariff and the charging standard of capacity tariff;Based on the theory of two-part pricing "output expansion effect", this paper proposes a new method to verify the capacity electricity price(fee) of regional power grid to meet the cost compensation and promote the power transaction, and carries out simulation calculation and analysis. The results show that the reasonable design of the two-part transmission price of the regional power grid can better reflect the functions of the regional power grid, promote the power market transaction and the construction of the new power system.
