摘　　要：保费补贴运用效率是政策性农业保险的重要评价标准,同时也是比较和判断财政支农效率和优化调整支农方式的重要指标。本文采用DEA和Malmquist指数模型从静态和动态角度对我国牲畜保险保费补贴效率进行了实证分析。研究结果表明:2008-2017年间牲畜保险保费补贴效率基本维持在92.69%-96.43%间,表现相对高效稳定;2013年后补贴静态效率逐年下降,主要表现为规模报酬递减,存在投入过剩现象;纯技术效率方面,共有213个决策单元纯技术有效,规模效率方面,共129个决策单元规模有效。动态补贴效率仅2010和2011年上升,技术进步指数下降导致全要素生产率下降,地区间因地制宜调整补贴政策的能力有待提高。基于此,应提高中央保费补贴比例的弹性和灵活度,重视地区差异,增强补贴政策活力,加强补贴制度和补贴模式的创新。The efficiency of premium subsidy application is an important evaluation criterion for policy agricultural insurance, and also an important indicator for comparing and judging the efficiency of financial support to agriculture and optimizing the adjustment of agricultural support. This paper empirically analyzes the efficiency of livestock insurance premium subsidies in China from static and dynamic perspectives using DEA and Malmquist index models. The research results show that: the efficiency of livestock insurance premium subsidy is basically maintained between 92.69%and 96.43% during 2008-2017, which is relatively efficient and stable;the static efficiency of subsidy decreases year by year after 2013, which mainly shows the decreasing scale reward and the phenomenon of input overload;in terms of pure technical efficiency, there are 213 pure technically effective decision units, and in terms of scale efficiency, there are 129 pure technically effective decision units. In terms of pure technical efficiency, there are 213 pure technically efficient decision units and 129 scale efficient decision units. The dynamic subsidy efficiency only increased in 2010 and2011, and the decline of the technological progress index led to the decline of total factor productivity, and the ability to adjust the subsidy policy among regions according to local conditions needs to be improved. Based on this, the elasticity and flexibility of the central premium subsidy ratio should be improved, regional differences should be emphasized, the vitality of the subsidy policy should be enhanced, and the innovation of the subsidy system and subsidy model should be strengthened.
