长庆油田加强油气储量资产化管理途径浅析

摘　　要：长庆油田油气资源丰富,品位相对较低,非常规油气藏成为重要的建产接替领域。随着国家油气体制改革不断深化,矿权保护、效益开发成为油田高质量发展面临的重要问题,需转变储量管理方式,建立油气储量资产化管理体系,将生产经营的重心从重视储量、产量规模转向储量资产创效能力的提升。长庆油田目前在储量管理中仍存在诸多问题,以储量资产为核心的管理理念尚未形成,低渗透、非常规储量资产创效能力低,储量资产与油气资产管理缺乏深度融合,未开发储量价值衡量不确定性大,储量资产化管理体系亟待建立等。为加强油气储量资产化管理,建议长庆油田重视源头增储,加强开发技术提升与操作成本管控,实现储量资产与油气资产协同动态管理,深化未开发储量分类分级评价,大力推进页岩油储量资产管理,构建一体化的油气储量资产化评估管理团队。Changqing Oilfield is rich in oil and gas resources,but the grade of the reserves is relatively low.Unconventional oil and gas reservoirs become an important replacement area for construction of productivity.With the national oil and gas restructuring accelerated,royalty protection and high-efficiency development become the important issue for high-quality oilfield development.It is necessary to change the management method for reserves and establish the asset management system of oil and gas reserves,shifting the emphasis of production business to performance of the reserve assets from the scales of reserves and production.Currently,Changqing Oilfield has a number of problems in reserve management,such as the failure to establish the management conception focusing on the reserve assets,poor performance of the low-permeability and unconventional reserve assets,lack of in-depth integration of the reserve assets with oil and gas assets management,a high uncertainty for value estimation of the undeveloped reserves and the urgency to establish the reserve assets management system.To strengthen asset management of oil and gas reserves,it is proposed that Changqing Oilfield should attach importance to increase of reserves,improve development technology and control operational cost,bring reserve assets and oil and gas assets under coordinated and dynamic management,enhance classification and evaluation of undeveloped reserves,energetically promote asset management of shale oil reserves,and establish a team for integrated asset evaluation and management of oil and gas reserves.
