山东地方铁路货运组织与管理优化研究

摘　　要：山东地方铁路是山东铁路货运的重要铁路网络,其中益羊管理处负责管理山东地方铁路的益羊线、曹寿线等多条铁路线路。随着山东地方铁路的快速发展和网络化运营,企业的组织与管理需要创新性优化。目前,山东地方铁路普遍存在小运量货运站设置较多、岗位人员配置繁杂、营销机制不适应市场经济发展等问题,造成作业效率不高。通过对山东地方铁路货运组织现状进行分析,提出其货运组织与管理的优化措施,包括实现货票电子化、建立货运服务中心、优化岗位配置及作业流程等,从而为提高货运效率和企业效益提供借鉴。The local railways in Shandong Province are an important railway network for railway freight transport in this province,and Yiyang Railway Administration Office administrates a number of railway lines,such as Yidu-Dajiawa Line and Caowang-Shouguang Line,among the local railways in Shandong Province.Amid the rapid development and networked operation of the local railways in Shandong Province,the organization and management of the enterprises need to be innovatively optimized.At present,the local railways in Shandong Province are faced with some prevalent problems,including too many freight stations with small transport capacities,complicated personnel allocation to the positions,and the failure of the marketing mechanism to adapt to the development of the market economy,which lead to low operation efficiency.Through analyzing the current status of the freight transport organization of the local railways in Shandong Province,this paper proposed optimization measures for freight transport organization and management,including implementing freight bill electronization,building Freight Service Centers,optimizing position arrangement and operation procedure of freight transport,thereby providing references for increasing freight transport efficiency and enhancing the enterprises’benefits.
