摘　　要：文章对过去四十多年全球FDI总体态势及基本特点进行了概括与阐述,分析了新冠疫情对全球FDI格局及未来趋势可能造成的分化影响。在此基础上,文章揭示了新冠疫情背景下全球FDI区域布局调整对我国高质量利用外资造成的一些重大挑战与风险,指出了新阶段我国利用外资面临的突出严峻形势。此外,文章勾勒了新中国利用外资全景历程与基本脉络,并将其划分为五大阶段,分别论述了不同历史时期我国利用外资的政策背景、演化路径与时代特征。最后提出中国式现代化背景下我国高质量利用外资的战略思路与政策建议,包括加快推进高水平制度型对外开放和国内深层次改革等。The article summarizes and elaborates the overall global FDI situation and basic characteristics over the past four decades,and analyzes the possible divergent impacts of the New Crown epidemic on the global FDI pattern and future trends.On this basis,the article reveals some major challenges and risks to China’s high quality utilization of foreign investment caused by the adjustment of the regional layout of global FDI in the context of the New Crown epidemic,and points out the outstanding serious situation facing China’s utilization of foreign investment in the new stage.In addition,the article outlines the panoramic history and the basic vein of the utilization of foreign investment in new China,and divides it into five major stages,respectively discussing the policy background,evolutionary path and characteristics of the times of China’s utilization of foreign investment in different historical periods.Finally,it proposes strategic ideas and policy recommendations for high quality utilization of foreign investment in China in the context of Chinese-style modernization,including accelerating high level institutional-based opening up and deep domestic reforms.
