新疆沿边开放30年综合绩效评价与提升路径

摘　　要：新疆作为我国重点沿边开放省区和丝绸之路经济带核心区,在我国整体对外开放战略和未来经济和贸易高质量发展中都扮演着重要角色。科学评价新疆沿边开放30年综合绩效,对未来经济贸易高质量发展具有重要意义。文章通过信息贡献率筛选法筛选出新疆沿边开放相关指标,通过熵值法从经济发展、社会发展、文化发展、资源环境和区域协调五个维度对新疆沿边开放30年的绩效水平进行综合评价。发现新疆沿边开放综合绩效呈“两阶段”上升特征,沿边开放的社会、经济和文化发展绩效水平持续快速上升且远远高于低位徘徊的南北疆区域协调绩效和资源环境绩效。要抓住丝绸之路经济带核心区建设重大机遇,借助援疆支持,加快以南疆为重点的特色优势产业发展和外经贸发展,加大教育科技合作和文旅结合的跨境旅游,提升资源产业链和绿色发展,夯实沿边开放的产业基础,提升新疆沿边开放各维度绩效和综合绩效水平。As a key border-opening province and the core area of the Silk Road Economic Belt in China,Xinjiang plays an important role in both China’s overall opening-up strategy and the future high quality economic and trade development.Scientific evaluation of the comprehensive performance of Xinjiang’s opening up along the border for 30 years is of great significance to the future high quality economic and trade development.The article screened out the indicators related to Xinjiang’s opening up along the border through the information contribution rate screening method and comprehensively evaluated the performance level of Xinjiang’s opening up along the border for 30 years in five dimensions:economic development,social development,cultural development,resources and environment and regional coordination through the entropy value method.It is found that the comprehensive performance of Xinjiang’s openness along the border is characterized by a"two-stage"rise,and the performance levels of social,economic and cultural development of the openness along the border continue to rise rapidly and are much higher than the performance of regional coordination between the north and south of the border and the performance of resources and environment,which are hovering at a low level.We should seize the major opportunity of the construction of the core zone of the Silk Road Economic Belt,accelerate the development of industries with special advantages and foreign trade and economic development focusing on southern Xinjiang with the support of aid to Xinjiang,increase cooperation in education,science and technology and cross-border tourism combining culture and tourism,enhance the resource industry chain and green development,strengthen the industrial foundation of border opening,and improve the performance of Xinjiang’s border opening in all dimensions and comprehensive performance level.
