农林院校新法科建设的机遇、挑战与策略——基于PDCA循环理念的分析视角

摘　　要：涉农法律人才是当前农村法治建设的迫切需要,在新法科建设背景下,农林院校法科学生培养面临着国家产业政策调整、涉农就业需要与国际农业贸易转型的重大机遇,同时也存在主体数量的相对不足、教学管理的短板明显、评估体系的系统缺失等现实挑战。对此,在PDCA循环理念下,需在计划阶段摸清涉农法律人才的实际需求,科学制定法学人才培养方案;实施阶段重构农法交融课程体系,完善交叉学科师资配置,深化农林人才产教融合;阶段探索建立交叉学科评估体系;改进阶段循序增进学科培养成效,以推动农林院校新法科建设的实践进程。Agriculture-related legal talents are an urgent need for the construction of the current rural rule of law. Under the background of the new law department, the training of law students in agriculture and forestry colleges faces major opportunities from national industrial policies, agricultural employment needs and international agricultural trade. Relative insufficiency, obvious shortcomings in teaching management, and systematic lack of evaluation system, and other practical challenges. In this regard, under the PDCA cycle concept, it is necessary to find out the actual needs of agricultural-related legal talents in the planning stage(Plan), and scientifically formulate a legal talent training plan;in the implementation stage(Do), reconstruct the agricultural law integration curriculum system and improve interdisciplinary teachers. Allocate and deepen the integration of agriculture and forestry talents with production and education;in the inspection stage(Check), explore the establishment of an interdisciplinary evaluation system;in the improvement stage(Act), focus on improving the effectiveness of discipline training in order to promote the practice process of the construction of new law departments in agriculture and forestry colleges.
