摘　　要：疫苗运输安全关系到人民生命安全、社会经济发展,与国家安全息息相关。2020年新冠病毒感染疫情爆发以来,短时间、多批次、高要求的疫苗运输需求给我国航空运输带来了极大考验。本文通过对国内外疫苗运输相关法规标准的梳理,结合新冠疫苗运输情况,运用4M1E方法对我国疫苗航空运输安全影响因素进行分析,发现了我国在专业人才、企业管理、设施设备、运输能力、制度及信息平台的建设等方面存在不足,并从制度体系建设及落实、多主体协同合作、基础建设及技术引进、人才培养和应急能力提升方面提出了优化对策及建议。The safety of vaccine transportation is related to people’s life safety,social and economic development,and is closely related to national security.Since the COVID-19 outbreak in 2020,the short-term,multi-batch,and high-demand transportation requirements of vaccine have brought great challenges to our air transportation.By summarizing domestic and foreign regulations and standards related to vaccine transportation,combined with the transportation status of COVID-19 vaccine,this paper uses the 4M1E method to analyze the factors affecting the safety of vaccine air transportation in our country.The deficiencies are found in some aspects,such as professional talents,enterprise management,facilities and equipment,transportation capacity,construction of system and information platform.And optimization countermeasures and suggestions are put forward in terms of institutional system construction and implementation,multi-subject collaboration,infrastructure construction and technology introduction,personnel training and emergency response capability improvement.
