摘　　要：文章以西安咸阳国际机场三期扩建工程为例,介绍机场工程项目的智慧工地建设及不停航管理制度,从智慧工地及不停航管理制度的建立目标、依据、原则,再到两者的职责分工、审批权限,最后又分别围绕智慧工地的管理流程、管理要求、建设标准、系统对接集成,以及不停航的方案编制实施流程、管理要求、风险评估等方面进行了阐述,希望为以后的大型机场工程建设项目的智慧工地建设及不停航管理提供一些参考依据。Taking Xi’an Xianyang International Airport phase III expansion project as an example,this paper introduces the smart site construction and management system without termination airport off of airport engineering projects.After discussing the establishment objectives,basis and principles of smart construction site and the management system without termination airport off,as well as the division of responsibilities and limits for examining and approving authority of the two,the paper separately discusses the management process,management requirements,construction standard,system integration and docking of smart construction site and the plan preparation and implementation process,management requirements,risk assessment and so on of construction without termination airport off,in order to provide reference for smart site construction and management without termination airport off of construction projects of large airports.
