摘 要:新冠肺炎疫情全球肆虐,使得国际旅行受到了极大的制约和束缚。《国际卫生条例(2005)》第30条至32条是关于“对旅行者的特别条款”,但国际旅行面临着出入境管控、疫苗接种、隔离观察、数据共享、预警系统、个人防护、药物治疗等问题的多重挑战。而全球经济一体化不可能避免国际人员频繁往来,恢复和畅通国际旅行是全球经济复苏的前提保障。因此,要以人类卫生健康共同体理念指引全球公共卫生治理,尤其是在保护人的生命健康安全方面。《国际卫生条例》亟待建立人员流动风险人群的预警机制、疫苗护照电子健康证明、隔离时限的具体规定、共享流动数据信息、细化个人防护的具体要求、确诊患者药物诊治等治理路径。The COVID-19 epidemic is rampant around the world,which greatly restricts the international travel.Articles 30 to 32 of the IHR are about“special clauses for travelers”,however,international travel faces multiple challenges such as entry and exit control,vaccination,quarantine observation,data sharing,early warning system,personal protection,medication and so on.In terms of the integration of the global economy,frequent exchanges of international personnel are inevitable,thus the recovery and free-flowing of the international travel are prerequisites for the recovery of the global economy.Therefore,the global public health governance should be guided by the concept of human health community,especially in the aspect of protecting human life and health.The IHR urgently needs to establish such governance paths as an early warning mechanism for people at the risk of travel,vaccine passports and electronic health certificates,specific provisions on the time limit of quarantine,the sharing of travel data and information,detailed requirements for personal protection,medical treatment for diagnosed patients and so on.
