摘　　要：[目的/意义]图书馆公共数据治理是智慧图书馆体系建设的核心,应选择与智慧图书馆体系建设相契合的数据治理模式。[方法/过程]以图书馆数据治理为研究对象,运用规范分析方法、比较分析方法及实证分析方法,阐释智慧图书馆体系下数据治理的双重意涵和应然逻辑,对比分析国外数据合作社、数据信托和数据共享池三种数据治理模式,剖析图书馆数据治理面临的困境,并在此基础上选择合适的治理模式。[结果/结论]数据共享池“平台+数据控制者架构”从形式和实质上均与智慧图书馆体系建设具有较高耦合性。是故,要从建构全国智慧图书馆体系数据共享池的主体框架、引入智慧图书馆公共数据授权运营的利用机制、细化以图书馆智慧数据平台为中心的管理规则着手。[Purpose/significance] The public data governance of the library is the core of the construction of the smart library system, and the data governance mode that is consistent with the construction of the smart library system should be selected.[Method/process] Taking library data governance as the research object, this paper uses normative analysis, comparative analysis and empirical analysis methods to explain the dual meaning and logic of data governance under the smart library system, compare and analyze the three data governance models of foreign data cooperative, data trust and data sharing pool, analyzing the difficulties faced by library data governance, and selecting the appropriate governance model on this basis.[Result/conclusion] The “platform+data controller architecture” of data sharing pool is highly coupled with the construction of smart library system in form and substance.Therefore, we should start with the construction of the main framework of the data sharing pool of the National Smart Library System, the introduction of the utilization mechanism of the authorized operation of the public data of the smart library, and the refinement of the management rules centered on the smart data platform of the library.
